Management at the Tema Oil Refinery (TOR) hosted a high-level delegation from the Uganda Revenue Authority (URA) on October 21, 2026, to facilitate a technical exchange on crude oil refining. The visit was designed as an information-sharing session to support Uganda's ongoing efforts to establish and develop its own domestic refining capacity. The engagement underscores a commitment to intra-African cooperation within the energy sector, leveraging Ghana's long-standing experience in the petroleum industry.
During the visit, the Managing Director and Deputy Managing Director of TOR welcomed the Ugandan officials, providing detailed insights into the refinery’s operational structures and the complexities involved in processing crude oil. The TOR leadership emphasized that collaboration among African institutions is essential for enhancing local expertise and achieving greater self-reliance in the energy value chain. The delegation was given a first-hand look at the technical processes that govern refinery operations, from intake to the distribution of refined products.
Arthur Musinguci, the head of the Ugandan delegation, highlighted the critical nature of this engagement for his country's national energy strategy. He noted that as Uganda moves forward with plans for its own refinery, the knowledge shared by TOR’s technical team would be invaluable in helping them navigate the challenges of establishing a domestic petroleum industry. Musinguci pointed out that learning from an established peer on the continent provides a more relevant roadmap than looking toward non-African models.
The exchange concludes a series of engagements aimed at strengthening bilateral ties between Ghana and Uganda in the area of industrial development. For TOR, the visit reaffirms its position as a center of excellence for refining knowledge in West Africa. The insights gathered by the URA delegation are expected to inform regulatory and technical frameworks as Uganda prepares to transition into a producer of refined petroleum products, fostering regional energy security and economic integration.
