The Petroleum Hub Development Corporation (PHDC) has signed a preliminary agreement worth $28 billion with an international consortium led by the UAE-based Global Sphere for the development of the second phase of the Jomoro petroleum hub. This massive infrastructure project, situated in the Western Region, is designed to transform Ghana into a premier energy and logistics center for the West African sub-region. The agreement marks a critical milestone in the government's efforts to industrialize the energy sector through large-scale private-sector partnerships.
The project is expected to include the construction of a modern oil refinery, multiple petrochemical plants, and extensive storage facilities. These installations will provide the necessary infrastructure to process crude oil and manufacture chemical products domestically, reducing the country's reliance on imported refined products. According to the terms of the agreement, site preparations and preliminary works are currently being organized, with full-scale construction activities projected to begin by early 2027.
This initiative aligns with the strategic industrialization and economic growth goals of President John Mahama’s administration. By establishing a dedicated petroleum and petrochemical hub, the government aims to create thousands of local jobs and stimulate economic activity within the Jomoro enclave and the broader Western Region. The project is also expected to attract significant foreign direct investment and enhance the nation's energy security by stabilizing the supply of petroleum products.
While the agreement represents a substantial commitment, its successful implementation will require meticulous coordination between the consortium and various state agencies over the coming years. Challenges regarding long-term financing and the complex logistics of such a large-scale industrial site remain, but the PHDC is optimistic that the partnership will meet its 2027 construction target. If completed as planned, the Jomoro petroleum hub will solidify Ghana's position as a central player in the regional energy market, providing refined products and raw materials to neighboring countries.
