The Petroleum Hub Development Corporation (PHDC) has officially signed the Phase II agreement for Ghana’s US$28 billion Petroleum Hub Project, partnering with an international consortium led by Global Sphere. This landmark deal, established under a Build-Operate partnership model, aims to accelerate the construction of critical energy infrastructure. The project is designed to position Ghana as a dominant force in the West African petroleum market by providing extensive refining, storage, and distribution facilities within a dedicated industrial zone.
Dorcas Affo-Toffey, the Deputy Minister for Transport and Member of Parliament for Jomoro, hailed the agreement as a transformative step for her constituency and the wider Western Region. Attending the signing ceremony alongside the Minister for Energy and Green Transition, Affo-Toffey pointed to the project’s capacity to generate thousands of jobs and stimulate local commerce. She expressed optimism that the US$28 billion investment would act as a catalyst for industrialization in a region that is poised to become a central pillar of the national economy.
To ensure the project benefits those most affected by its development, Affo-Toffey urged the PHDC and its partners to prioritize local content and community engagement. She specifically highlighted the need for robust skills training initiatives to equip Jomoro youth with the technical expertise required for specialized roles in the petroleum sector. The Deputy Minister concluded that ongoing collaboration between government officials, traditional leaders, and the private sector remains vital to securing the economic and social dividends promised by this massive infrastructure initiative.
