The Ghana National Council of Private Schools (GNACOPS) has issued a formal clarification stating that the recent directive from the Ghana Education Service (GES) to suspend graduation ceremonies does not apply to privately owned institutions. This announcement follows widespread confusion among private school owners, parents, and stakeholders after the GES moved to restrict extravagant post-examination celebrations in schools under its direct oversight. GNACOPS noted that while it supports the government’s efforts to maintain discipline, private pre-tertiary schools remain governed by their own internal policies regarding such events.
In a statement released on July 3, 2023, the Council emphasized that these ceremonies serve a vital role in the educational journey, contributing to character formation, community engagement, and the celebration of student achievements. GNACOPS argued that the GES directive is primarily intended for public institutions directly managed by the state. Consequently, private schools are permitted to proceed with their scheduled graduation traditions, provided they adhere to regulatory standards and child protection principles.
However, GNACOPS also issued a caution to its members, urging them to conduct these celebrations with a sense of modesty and responsibility. The Council explicitly advised against ostentatious displays of wealth or unhealthy competition between schools, aligning with the Ministry of Education’s broader goal of fostering integrity within the national educational system. Private institutions are encouraged to focus on the educational value of the transition rather than excessive expenditure.
Moving forward, GNACOPS reaffirmed its commitment to collaborating with the Ministry of Education and the GES to ensure coherent national educational policies. By striking a balance between institutional autonomy and national standards of discipline, the Council aims to protect the dignity of the educational sector while allowing private schools to maintain their unique cultural and communal traditions.
