The Petroleum Hub Development Corporation (PHDC) has officially signed the Phase II agreement for Ghana’s US$28 billion Petroleum Hub Project, marking a major milestone in the country's energy infrastructure development. The agreement was reached with an international consortium led by Global Sphere and will proceed under a Build-Operate partnership model. This phase is designed to advance the physical and operational development of the hub, which is strategically located in the Jomoro constituency of the Western Region.
Deputy Minister for Transport and Member of Parliament for Jomoro, Dorcas Affo-Toffey, expressed her strong support for the project during the signing ceremony. She emphasized that the US$28 billion initiative represents a transformative opportunity for the local economy, with the potential to generate thousands of jobs for residents. Affo-Toffey stressed the importance of ensuring that the benefits of such a massive investment are felt directly by the host communities through both direct employment and auxiliary business opportunities for local entrepreneurs.
To maximize the project's impact, the Deputy Minister called for a dedicated focus on skills training and capacity building for the youth in Jomoro and the wider Western Region. She highlighted that for local businesses and workers to remain competitive within the petroleum sector, there must be structured programs to equip them with the necessary technical expertise. The signing ceremony was also attended by the Minister for Energy and Green Transition and other key officials from the PHDC, signaling high-level government commitment to the project's success.
The Petroleum Hub is expected to position Ghana as a major player in the regional energy market while simultaneously boosting the socio-economic profile of the Western Region. Stakeholders have been urged to maintain a spirit of collaboration to ensure that the project's milestones are met efficiently and transparently. As development enters this second phase, the focus remains on integrating local participation into the broader national strategy for industrialization and energy independence.
