Energy ministers from ECOWAS member states convened in Accra on October 22, 2026, for their 16th meeting to review critical regional instruments aimed at transforming West Africa's power sector. The high-level gathering focused on adopting frameworks for Battery Energy Storage Systems (BESS) and refining electricity market regulations to enhance regional reliability. These initiatives are designed to address the significant energy deficit in the region, where approximately 180 million people currently live without access to electricity.
The ministers are evaluating two primary regulatory instruments intended to harmonize energy operations across the bloc. The first proposal facilitates the integration of solar and other renewable energy sources into the regional grid through BESS technology, which is essential for managing peak demand and stabilizing supply. The second focuses on amending the ECOWAS Regional Electricity Market Levy to ensure that regulatory bodies, such as the ECOWAS Regional Electricity Regulatory Authority (ERERA), have sufficient and sustainable funding to oversee the market effectively.
Speaking at the event, officials emphasized that independent national operations are increasingly inadequate for managing the region's energy challenges. Mr. Amin Amidu Sulemani highlighted that regional cooperation is the only viable path to efficient energy management, while Dr. John Abdulai Jinapor detailed Ghana's proactive steps in utilizing battery storage to manage national demand. The consensus among the ministers was that a unified regulatory environment is necessary to attract the large-scale investment required to upgrade the West African electricity grid.
The adoption of these instruments is expected to pave the way for a more integrated and sustainable electricity market that supports cross-border trade. By establishing clear rules for energy storage and market funding, ECOWAS aims to create a more resilient energy infrastructure capable of driving economic growth and industrialization. The successful implementation of these frameworks will serve as a roadmap for bridging the energy access gap and accelerating the transition to renewable energy sources across member states.
