Paul Barril, French GIGN co-founder linked to Rwanda, dies at 80

Paul Barril, a co-founder of France's elite GIGN counter-terrorism unit and a figure frequently at the centre of controversy in Africa, has died at the age of 80. According to reports, the former police commander had been suffering from Parkinson’s disease prior to his death. Barril was a legendary but divisive figure in French security circles, known for his involvement in high-stakes international operations and his later career as a private security consultant to various governments.\n\nBarril first rose to prominence for his role in establishing the Groupe d'Intervention de la Gendarmerie Nationale (GIGN). He is notably credited with leading the 1979 mission to reclaim the Grand Mosque in Mecca from armed insurgents, an operation that cemented his reputation for tactical expertise. His early career was marked by significant contributions to France's counter-terrorism capabilities, making him a celebrated figure within the nation's security apparatus during the late 20th century.\n\nHowever, Barril’s legacy is deeply complicated by his activities in Africa, particularly during the 1990s. He faced long-standing allegations regarding his involvement in the 1994 Rwandan genocide, with accusations suggesting he was involved in arms dealing and the training of forces during the conflict. While Barril consistently denied any wrongdoing and was never convicted of these crimes, he remained a subject of judicial investigation and intense scrutiny from international human rights organisations for his connections to the Hutu-led government of the era.\n\nBeyond the Rwandan conflict, Barril was frequently linked to various scandals involving French influence in former African colonies, often referred to as "Françafrique." His death marks the end of a career that spanned both the heights of official state security and the murkier world of private military contracting. He remains a polarizing figure, viewed by some as a master of counter-terrorism and by others as a symbol of unregulated interventionism in African affairs.
