The Ministry of Lands and Natural Resources has directed the Minerals Commission to implement a suite of new safeguards by November 30, 2026, designed to protect the wages and working conditions of mineworkers. This policy intervention specifically targets the industry's transition from owner mining to contract mining, a shift that has raised concerns regarding the stability of employee benefits and remuneration. Under the new directives, the government ensures that the welfare of the domestic workforce remains a central pillar of the mining sector's operations.
The Ministry has introduced three primary measures to be enforced by the commission. First, there must be no deterioration in the conditions of service for workers moving to contract operations. Second, the government mandates the harmonization of remuneration across the industry, requiring that employees receive pay and benefits equivalent to those in owner-mining roles for similar work. Finally, mining contractors will be classified based on their service capacity to ensure higher standards of operational accountability and professional conduct.
Furthermore, the government has reiterated its commitment to local content requirements, stipulating that indigenous Ghanaian companies must lead contract mining operations. This requirement is intended to bolster domestic participation and ensure that the benefits of the mining industry are felt locally. The Ministry of Lands and Natural Resources has warned that it will not tolerate unfair labor practices or any actions that undermine the objectives of local participation and worker protection.
These directives align with President John Mahama’s Reset Agenda, which emphasizes fair labor practices and the empowerment of local businesses. The policy follows extensive consultations with the Ghana Mineworkers Union and other industry stakeholders who had expressed fears over potential wage suppression during the industry's structural transition. By setting a firm deadline for implementation, the government aims to provide a secure environment for workers while maintaining the sector's productivity.
