Naval Captain (retd) Dr. Kamal-Deen Ali, the Director-General of the Ghana Maritime Authority (GMA), has advocated for the full implementation of a Maritime Single Window (MSW) to enhance port efficiency and trade facilitation throughout West and Central Africa. Speaking at a regional workshop focused on the MSW and Port Community System (PCS), Dr. Ali emphasized that improved coordination among maritime agencies is essential to reducing trade delays and streamlining operations across the sub-region. The initiative aims to create a more integrated digital environment that can better handle the complexities of modern maritime trade.
The workshop brought together representatives from nine member states to evaluate existing digital systems and formulate a unified strategy for maritime digitalisation. A central theme of the discussions was the need to resolve disputes regarding the ownership of information systems, which often hinder the seamless flow of data. Dr. Ali noted that while Ghana has established digital frameworks, there remains significant potential to strengthen these systems to better serve the maritime industry and eliminate manual bottlenecks.
Supporting the push for digital integration, Satya Sahu, a representative from the World Bank, highlighted the necessity of interconnected systems. He warned against the redundancy of information submission, which often complicates maritime logistics and adds unnecessary costs for shippers. Similarly, the Minister of Transport urged member states to embrace collaboration, noting that the optimization of maritime operations depends on a collective commitment to shared digital platforms and mutual support among neighbouring nations.
Representatives from the International Maritime Organization (IMO) further underscored the importance of clear responsibilities and robust data governance for the successful rollout of these digital initiatives. They stressed that sound data management is the foundation upon which efficient maritime trade is built. The transition toward a comprehensive Maritime Single Window is expected to bolster economic growth by significantly lowering the time and costs associated with clearing goods at regional ports.
