African Group of Negotiators urge concrete climate finance for COP31

The African Group of Negotiators on Climate Change (AGN) has called for a definitive shift from promises to tangible action ahead of the COP31 conference. Chair Nana Dr Antwi-Boasiako Amoah emphasized that the upcoming summit must prioritize the delivery of established financial commitments to support the continent's climate adaptation and transition efforts. According to the group, the focus of international climate dialogue must move beyond mere goal-setting toward the implementation of concrete outcomes.
Dr Amoah highlighted the necessity of establishing sustainable financial frameworks that are responsive to the continent's specific needs. He argued that previous international commitments must be transformed into functional mechanisms that can effectively address the unique environmental and economic challenges faced by African nations. The AGN is advocating for an equitable international response that acknowledges Africa's specific energy requirements and broader development goals, ensuring that the global transition toward a low-emission economy does not come at the expense of regional progress.
To support these diplomatic efforts, the group is also pushing for a closer integration between African academic institutions and policy-making bodies. Dr Amoah urged for strengthened collaboration to ensure that African negotiators are equipped with robust, evidence-based research during international discussions. This initiative is designed to bolster the continent's collective bargaining position and ensure that climate policy decisions are grounded in the specific socio-economic realities of African states.
As the global community prepares for COP31, the AGN's position underscores the growing urgency of bridging the gap between climate rhetoric and practical implementation. The group maintains that for the global transition to be truly just, it must provide African nations with the necessary resources and technical support to adapt to escalating climate impacts. The success of the upcoming conference will be measured by its ability to secure the finance required for Africa to achieve its developmental and environmental objectives.
