A significant shift in political sentiment is emerging among Africa’s youth, as recent data reveals a growing tolerance for military intervention despite a persistent commitment to democratic principles. According to an analysis of Afrobarometer surveys conducted between 1999 and 2023, the proportion of young Africans who approve of military rule has more than doubled, rising from 11% to 28%. This trend highlights a nuanced shift in how the continent's largest demographic views governance, particularly in instances where elected leaders are perceived to have abused their power or failed to deliver on public expectations.
While the rise in support for military rule is a concerning development for regional stability, the data underscores a complex paradox: African youth remain overwhelmingly supportive of the fundamental pillars of democracy. Approximately 75% of young people surveyed expressed a clear preference for regular, multi-party elections as the primary method for choosing leaders. Furthermore, 66% of respondents advocate for strong legislative oversight to check executive power, and 67% desire a political environment with multiple party options. These figures indicate that the youth are not necessarily rejecting the concept of democracy, but are increasingly frustrated with the current quality of democratic practice on the continent.
This "democracy deficit"—the widening gap between the high demand for democratic norms and the low levels of satisfaction with how democracy is currently functioning—is fueled by widespread discontent with governance failures. For many young Africans, the endorsement of military intervention appears to be a desperate reaction to the abuse of power by elected officials rather than a ideological preference for autocracy. However, experts warn that this surge in dissatisfaction creates a precarious environment where authoritarianism could gain a more permanent foothold if democratic institutions do not become more responsive to the needs and aspirations of the younger generation.
Moving forward, the implications of this shift are profound for Africa’s long-term political trajectory. As the democracy deficit persists, the risk of volatility increases, placing immense pressure on national governments and regional bodies to implement meaningful reforms. Addressing the root causes of youth disillusionment—including political exclusion and the lack of accountability—is essential to ensuring that democratic progress is not reversed. The challenge for current leaders remains proving that democratic systems can effectively deliver both institutional integrity and the tangible outcomes the youth demand.
